Pick up any shampoo under $30 and count the negatives on the front. Sulfate-free. Paraben-free. Silicone-free. Phthalate-free. Cruelty-free. Sometimes a bottle manages five or six, which leaves very little room to say what's actually in it.
Two of those negatives are real preferences dressed up as safety claims. One of them points at something worth avoiding. And the ingredient with the most active litigation attached to it usually isn't on the front of the bottle at all.
Sulfates: a texture problem that got promoted to a toxicity problem
Sodium lauryl sulfate and sodium laureth sulfate are the detergents that make shampoo foam. They clean well, which is the whole complaint. On dry, curly, coily, or color-treated hair, a strong surfactant strips lipids you wanted to keep, and hair feels like straw. On an irritation-prone scalp, SLS can cause redness and itching. Dermatologists use it as a positive control in patch testing precisely because it reliably irritates skin at high concentrations.
So sulfate-free is a legitimate choice. It just isn't a safety choice.
The cancer claim attached to SLS came from a chain email in the late 1990s, and it circulated widely enough that the American Cancer Society published a response. Its position is that SLS is a known irritant but not a known carcinogen. OSHA, the National Toxicology Program, and IARC have not classified it as one either. The specific mechanism the hoax claimed, that SLS forms nitrosamines, doesn't work chemically: SLS has no nitrogen in it.
Buy sulfate-free because your curls behave better. Not because you're afraid of it.
Parabens: real endocrine data, wildly oversold conclusions
Parabens are preservatives that keep a warm, wet bottle in your shower from growing bacteria and mold. The scare traces to studies showing certain parabens bind weakly to estrogen receptors in laboratory assays, plus a small and often-cited study that detected parabens in breast tumor tissue.
Here's the part that gets dropped. The estrogenic activity is orders of magnitude weaker than actual estrogen, and it shows up at doses far beyond what a rinse-off product delivers. Detecting a compound in tissue tells you it got there. It doesn't tell you it did anything.
Europe did act, but with more precision than "parabens are banned", which is what you'll read online. The EU prohibited isopropylparaben and isobutylparaben, which had insufficient safety data. It cut the allowed concentration of propylparaben and butylparaben to 0.14 percent, down from 0.4 percent, and barred them from leave-on products for the diaper area in children under three. Methylparaben and ethylparaben, the ones most commonly used, remain permitted.
That's a regulator tightening limits on specific molecules. It's not a verdict that the class is dangerous. Meanwhile every paraben-free bottle still needs a preservative, and some of the replacements have worse allergy records. Methylisothiazolinone, adopted widely as parabens fell out of fashion, drove a genuine spike in contact allergy cases across Europe.
The preservative with lawsuits attached
DMDM hydantoin is a formaldehyde-releasing preservative. It works by slowly giving off small amounts of formaldehyde, which is what keeps the bottle sterile. Formaldehyde is a recognized human carcinogen by inhalation and a skin sensitizer, and the doses released in a rinse-off shampoo are small.
Small doesn't mean uncontroversial. Beginning in 2021, Johnson and Johnson faced class action litigation over OGX hair products containing DMDM hydantoin, with plaintiffs alleging hair loss and scalp irritation. Some early cases resolved confidentially and other claims have continued in federal court, including in the Eastern District of New York. Be precise about what that means: allegations in a complaint are not findings, and a causal link between DMDM hydantoin and hair loss has not been established in the scientific literature.
What is established is that formaldehyde releasers are meaningful contact allergens, which is reason enough to skip them if you have a reactive scalp. The family shows up on labels as DMDM hydantoin, imidazolidinyl urea, diazolidinyl urea, quaternium-15, and sodium hydroxymethylglycinate. None of them appear on the front of the bottle.
"Fragrance" is the actual black box
Under the Fair Packaging and Labeling Act, cosmetic ingredient lists can't be used to force disclosure of trade secrets, and fragrance formulas got a blanket exemption. A single line reading "fragrance" or "parfum" can legally stand in for dozens or hundreds of undisclosed compounds, and industry estimates put the palette of available fragrance chemicals in the thousands.
This is the one place where consumers genuinely can't check anything. Fragrance mixes are also among the leading causes of cosmetic contact dermatitis, and they're where phthalates historically entered personal care products as solvents.
The 2022 Modernization of Cosmetics Regulation Act moved the needle slightly by requiring disclosure of fragrance allergens, with the FDA working out the specifics. Until that's fully in force, "fragrance-free" is the highest-leverage two words on any personal care label. Note that "unscented" is not the same thing and can mean masking fragrance was added to cover a base smell.
The contaminant nobody puts on a label
1,4-dioxane isn't an ingredient. It's a byproduct that forms during ethoxylation, the process that makes harsh surfactants milder, which is why it shows up in shampoos, body washes, and baby products at trace levels. It's classified as a probable human carcinogen and it doesn't appear on ingredient lists because nobody adds it on purpose.
New York became the first state to set limits, effective December 2022 for cosmetics at 10 parts per million and December 2023 for personal care and household cleansing products at 1 part per million. Manufacturers largely reformulated rather than run separate supply chains, so products nationwide got cleaner as a side effect.
That's the pattern worth internalizing. The exposure that mattered enough for a state to regulate it was invisible on the label, while the words printed in large type on the front were mostly about ingredients that were never the problem.
Bottom line
Buy shampoo for your hair type, not for the list of negatives on the front. If you want one filter that does real work, make it fragrance-free, and flip the bottle over to skip formaldehyde-releasing preservatives if your scalp reacts to things. Sulfate-free and paraben-free are preferences, and you should pay for them only if you actually prefer them.
